A GPA covers a range of percentages rather than one exact mark, because each letter grade spans several points.

Does Canada use a 4.0 or a 4.3 GPA scale?
Both are in use, and the difference only matters at the top of the scale. Most Ontario universities — including the University of Toronto, Queen’s and Western — use a 4.0 scale where both an A and an A+ are worth 4.0. UBC, McGill and a number of other schools use a 4.3 (sometimes written 4.33) scale that rewards an A+ with 4.3, so a transcript full of A+ grades can exceed 4.0. Why a GPA does not convert back to one exact percentage
Converting a percentage to a GPA loses information. An 86% and an 89% are both an A worth 4.0, so going back from 4.0 you can only honestly say 85–100%. This is why admissions offices ask for your transcript rather than a converted number — and why any converter claiming a 4.0 equals exactly 100% is wrong: under the Canadian scale a 4.0 starts at 85%.
Percentages, averages and your transcript
Canadian universities usually report a percentage per course plus a sessional and cumulative GPA across the term. If you are converting a high-school average for a university application, use the percentage — Ontario high schools report percentages, not GPA, and admissions works directly from those. For US graduate applications a credential evaluator such as WES recalculates your GPA with its own method, which overrides any converter.

A 4.0 is an A or A+, which is 85–100% at most Canadian universities. It does not mean 100% — the Canadian 4.0 band starts at 85%. On a 4.3 scale an A+ (90–100%) is 4.3 and an A (85–89%) is 4.0.
